Turkish ISKP Regional Leader's Arrest Sets Back Operations, Raises Questions About Organizational Structure

The latest capture of an Islamic State Khorasan Province (ISKP) regional leader is a significant achievement, but it indicates larger questions needed to be asked about the province’s global role in Islamic State (IS).

On June 17, 2026, Turkey’s National Intelligence Organization (MİT) announced the arrest of Ahmet Kazancı. He was captured in Balochistan while crossing into Iran on his way back to Turkey.

Kazancı, also known as Abu Ubeyde and Abu İbrahim, was the apparent successor of Özgür Altun (a.k.a., Abu Yasir al-Turki or, online, “Khurasan.Lion”). Altun, previously ISKP media chief and Turkish logistics handler, was arrested in Pakistan in May 2025. Notably, Kazancı reportedly claims to have communicated with Altun exclusively over Telegram. This highlights the vulnerability of segments of ISKP leadership networks.
